Civil Monetary Penalty (CMP) Initiative

The Civil Monetary Penalty (CMP) Initiative consists of projects that are funded through CMPs. CMPs are fines assessed to nursing facilities that are out of compliance with the federal regulations governing nursing facility operations. These monies must be utilized to fund projects that protect or improve the health, welfare or safety of the residents of Minnesota nursing facilities. Recommendations for project funding are made through the State CMP Use Committee.  Final decisions on the allocation of project monies are made by the federal Centers for Medicare and Medicaid Services (CMS).

The following grant opportunities are limited to a one-time application per facility.

The following grant opportunities fall under one of the following project categories; Direct Improvements to Quality-of-Care, Culture Change/Direct Improvements to Quality-of-Life, or Training. Facilities are limited to one project in each category per calendar year.

Call for proposals

The Minnesota CMP initiative is interested in hearing proposals for new and innovative ways to improve the lives of MN nursing facility residents.

In general, the following CMS guidelines apply to all CMP Project proposals. Projects must directly impact resident’s quality of life or quality of care and cannot:

  • contain excessive or unsubstantiated costs,
  • be experimental or research in nature,
  • be for capital improvements to the facility,
  • be for food, refreshments or incentives of any kind,
  • represent a conflict of interest or perceived conflict of interest,
  • cover products or services that the nursing facility is responsible to provide,
  • cover products or services for which federal/state funding already exists,
  • cover projects that address the following issues or products; serious mental illness, substance abuse, workforce issues, virtual reality, interactive/simulation games or technology, telemedicine, remote health monitoring, most robotics, artificial intelligence, or digital signage

This list is not exhaustive, and all projects and allowable expenditures are subject to the approval of the CMP Use Committee and the federal CMS.

CMS rules limit proposals for quality of life, quality of care and training projects to $5,000 per calendar year per facility for a three-year maximum. Facilities are limited to one CMP project in each of these project categories at a time. Projects for consumer information or resident/family councils have additional restrictions.
