Disability waiver rate system framework components effective Jan. 1, 2020
The 2017 and 2019 legislatures required DHS to update some cost factors in the Disability Waiver Rate System, effective Jan. 1, 2020 (Minn. Stat. §256B.4914, subd. 5):

Additional notes about rate frameworks
- Competitive workforce factor applied to the direct care hourly wage in the frameworks = 4.7%. Please note, application of the competitive workforce factor is contingent on federal approval from the Centers for Medicare & Medicaid Services. Also see Provider requirements for competitive workforce factor distribution reports.
- Customization for deaf/hard of hearing, requiring signing = $2.50 wage add-on.
- Nursing wages in the residential and day frameworks are as follows: RN wage = $37.41; LPN wage = $20.51.
- Adult day bath is priced at $7.01 per 15-minute unit.
- Meals in adult day services are as follows: $6.07 per meal and $2 per snack.
- Customized living and 24-hour customized living are priced using the Customized Living Tool and do not include the competitive workforce factor component.
- Residential staffing provided through monitoring technology is not eligible for vacation/sick/training or employee-related expense components.
