January 2026 waiver rate-setting frameworks
NOTE: 2026 DWRS rate remediation
Lead agencies must remediate 2026 DWRS framework rates.
The 2026 DWRS framework rates require remediation because we cannot implement the currently published 2026 framework rate changes below and the family residential services (FRS) tiered rate methodology change until we receive federal approval of the Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI) and Developmental Disabilities (DD) waiver amendments and the Brain Injury (BI) waiver renewal from the Centers for Medicare & Medicaid Services (CMS).

DHS has posted the January 2026 Disability Waiver Rate System rate-setting frameworks below, based on current legislation and pending federal approval of Minnesota’s waiver plans.
