Long-term services and supports rates changes

Rate and budget changes on Jan. 1, 2025

DHS will implement the following rate and budget increases on Jan. 1, 2025:

Alternative Care (AC), Essential Community Supports (ECS) and Elderly Waiver (EW)

The following increases apply to AC, ECS and EW:

  • 4.53% increase to AC and EW monthly case mix budget caps.
  • 1.72% increase to ECS budget caps.
  • 4.53% increase to consumer directed community supports (CDCS) budgets under AC and EW.
  • 4.53% increase to EW 24-hour customized living daily and monthly limits. This change will happen on a rolling basis as lead agencies renew service plans throughout the year.
  • 6.195% increase to home-delivered meals.

Disability waivers

The following increases apply to Brain Injury (BI), Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI) and Developmental Disabilities (DD) waivers:

  • 4.53% increase to CDCS under BI, CAC, CADI and DD.
  • Transitional supports limit increase to $5,000.00, which includes:
    • Household supplies limit increase to $500.00.
    • Essential furniture limit increase to $1,500.00.

We will publish the January 2025 frameworks in December 2024.

Home care nursing and home health services

The following increases apply to home care nursing and home health services:

  • 3.14% increase to home health aide, skilled nursing, occupational therapy, physical therapy, respiratory therapy and speech therapy (market basket adjustment).
  • 3.14% increase to home care nursing (market basket adjustment).
  • 3.14% increase to Consumer Support Grant (CSG) home care nursing ratings.

The same percentage increases also apply to extended home care services.

Personal care assistance (PCA) and Community First Services and Supports (CFSS)

The following PCA/CFSS rate increases include changes to the wage component value and implementation factor within the PCA rate framework:

  • 4.37% increase to 1:1 PCA/CFSS.
  • 4.37% increase to PCA supervision and CFSS worker training and development.
  • 4.37% increase to CSG PCA ratings.

The same percentage increases also apply to extended PCA/CFSS.

Intermediate care facility for persons with developmental disabilities (ICF/DD)

There is a 2.91% adjustment to the ICF/DD operating payment rate floors based on consumer price index data:

  • Class A facility increase to $283.00.
  • Class B facility increase to $325.20.
