Waiver program waitlists

The Department of Human Services (DHS) developed new policies for management of disability waiver waiting lists following implementation of the Olmstead Plan waiting list goals in May 2014. As a result, the state of Minnesota eliminated Community Alternative Care (CAC), Community Alternative for Disabled Individuals (CADI), Brain Injury (BI) and Developmental Disability (DD) waiver waitlists in 2016 and significantly fewer people wait for waiver services.

CAC, CADI and BI waivers

The CAC, CADI and BI waivers no longer have a waitlist.

DD Waiver

Though waitlists are no longer in effect, funding for the DD Waiver must be approved within specified timelines for those determined to have a need for the DD Waiver. DHS tracks timely funding approvals and provides technical assistance to lead agencies to assure compliance with reasonable pace standards. Financial performance

The most recent Disability Waiver Financial Management and Waiting Lists Legislative Report (PDF) was published in 2019 as DHS is no longer required by statute to publish this report.

Data source

DHS will update the data sources quarterly. The data sources for these reports include Medicaid Management Information System (MMIS) screening and service agreement data and the Waiver Management System.
