Community First Services and Supports (CFSS) cost reporting

The Minnesota Legislature directed DHS to develop a provider cost reporting process for agencies that provide agency model CFSS services (Minn. Stat. §256B.851, subd. 8). For more information about the transition from PCA to CFSS, see the Transition from PCA and CSG to CFSS page in the PCA Manual.

We will use the data gathered from CFSS cost reporting to make evidence-based recommendations to the Legislature about the payment rates for CFSS. We will collect this data on an ongoing basis to inform policy-makers of the cost drivers and ensure CFSS rates that:

  • Appropriately fund services.
  • Encourage provider viability.
  • Ensure service access for people.

All agencies that provide agency model CFSS services must submit a completed cost report by the deadline established by DHS. If you fail to complete the cost report, DHS might stop paying you for services you provide.
