Participant employer option

Some people who use direct support services have the option to employ their direct support workers. We refer to this as a participant employer option because the person using the option is both:

  • A person using a direct support services option.
  • The employer of their workers.

You can use the participant employer options if you use Consumer directed community supports (CDCS). DHS is in the process of transitioning people who use the following participant employer options to CFSS. Some people are still using them while completing the transition:

If you are enrolled in the Minnesota Restricted Recipient Program (MRRP), you cannot choose a participant employer option. If using PCA/CFSS, you must use a PCA/CFSS provider agency to receive direct support services, such as personal care assistance. If you are on a waiver/AC, discuss your options with your case manager or care coordinator.
