MN-ITS and the MPSE portal are separate applications and the MPSE portal does not communicate with MN-ITS. The best place to find updates regarding MPSE development will be on the MPSE portal webpage. Any changes to a request in the MPSE portal must be reviewed in the portal itself, as there is no outside alert system built into the MPSE portal. Requests for More Information (RFMI) documents will continue to be put into the provider’s PRVLTR folder in the MN-ITS Mailbox.

Yes, MPSE does accept electronic signatures and that option is provided on forms that are faxed or summitted via U.S. Mail. When uploading the form in the MPSE portal, there will be a field to complete the signature electronically.

Documents submitted prior to the MPSE portal launch will not be uploaded to MPSE. MPSE will store providers’ documents submitted from the time of the MPSE portal launch and forward. For example, all of your current MHCP records and services will be listed in MPSE but the documents that were previously sent to DHS before the MPSE launch will not be in your file.

No, while DHS currently accepts faxed documents and applications, faxed documents do not get uploaded into the portal.

The most common reason why a provider is unable to make changes to their request is that the user is not in the Edit mode in a request. When a provider first logs into the MPSE portal, they will be in View only mode. This means that they are only able to see information that MHCP currently has on file, but will not be able to make any changes to it.

Another reason why a user may not be able to make changes is that they lack the permissions to do so. Review the User Roles section of the MPSE User Manual for more information or refer to the User Roles video module.

You will access MPSE through a link in your MN–ITS account. If you do not already have a MN–ITS account, you will need to register for one. If you are not sure if you have a MN–ITS account, contact the MHCP Provider Resource Center.

The most common cause of a registration error is that the password does not meet all requirements; please make sure that the password starts with an alphabetical letter (A-Z) and that it meets all other listed requirements on the registration page. If you continue to receive the registration error, please contact the MHCP Provider Resource Center.

Anyone can be assigned to be the primary administrator to access MPSE as desired by the organization or individual account holder. That administrator would need the individual provider’s or the organization’s MN–ITS username and password to manage the provider’s account for them.

Each provider receives a “Welcome” letter when you enroll with MHCP. If you no longer have your letter or do not know who your primary administrator is contact the MHCP Provider Resource Center. Please note that the Provider Resource Center is only able to give out the first 3 letters of the primary administrator’s last name.

You can assign user roles to as many staff members as you wish, but each staff member can only be assigned to one role. The amount of access the person will have to enrollment information is based on the user role given. The MPSE user manual explains in detail the different MPSE User Roles that can be assigned and there is a MPSE User Roles video explaining the different roles.

Enrollment records are organized by the portfolio identifier (Federal Employer Identification Number [FEIN] or SSN) used for the organization or individual portfolio. A single portfolio identifier may be used for multiple enrollment records, even if enrollment records are assigned different NPI or UMPI numbers. If you work across multiple providers with different portfolio identifiers, you will have separate login credentials for those accounts.

MHCP processes all submitted requests within 30 days of receiving the request whether they are submitted by paper or MPSE portal.

Whether the enrollment request was submitted via the online MPSE portal, paper or fax, the approval letter will only be sent by U.S. mail. However, you will be able to monitor the enrollment request status when you log into the MPSE portal.

No, every application, or request as they are called in the MPSE portal, is submitted separately for each facility providing services.

To complete an initial enrollment for an individual provider rendering services through your organization, a credentialer (the employee or contractor who enrolls the provider with MHCP) will follow the process outlined in the step-by-step guide for Managing Affiliations – Organization to Individual. A credentialer may also enroll new individual providers not affiliated with an organization by following the registration process for a new provider enroller and continue with the Individual New Provider Enroller Flow in MPSE.

No, but providers who are required to pay a fee will need to provide the payment confirmation number in MPSE. A link to the fee payment site is in the MPSE portal in the Fees section of the applicable enrollment record.

Yes, providers can update almost all enrollment information before revalidation. It is recommended to always ensure that enrollment records are up to date when changes occur because DHS requires all information be current, especially licenses.

Each enrollment record is assigned an enrollment record ID and an enrollment record type. Additionally, an enrollment record can also be assigned a Unique Display Name which providers can use to further differentiate their enrollment records from each other.

Any area of the MPSE portal that holds multiple lines of data, such as enrollment records, will have options to filter and search. These options allow the user to organize the information by the different sections, such as name, NPI number, and so forth.

Yes, but providers will need to add each service separately in the request. This will allow providers to control when to start and stop each service and will also help for billing purposes. Refer to the Managing Services Step-by-Step guide for more information.

Organizations are able to manage their affiliations directly from their MPSE portfolio. Review the Managing Affiliations section of the MPSE User Manual for step-by-step instructions on the affiliations process.

For a provider to manage their enrollment with MHCP online they will need to have access to MPSE or have their affiliating organization manage their enrollment record. To manage the enrollment record of an affiliated provider to your organization, follow the instructions for Managing Affiliations – Organization to Individual. An individual provider can also assign a credentialer to be the primary administrator to manage their portfolio.

Yes, changes to ownership can be made through a Global Provider Request.
