From 2006 to 2007, the DHS Continuing Care Administration contracted with Advanced Strategies, Inc. to develop a quality system that integrated all home and community-based service (HCBS) quality activities undertaken statewide into a single comprehensive system.
As a part of this process, the initiative looked at both business and quality as-is processes and made recommendation for a to-be business process model that would provide:

Many recommendations that came out of this initiative apply beyond home and community-based services. The current initiative has been broadened to include all services provided by DHS Continuing Care Administration.
DHS Continuing Care Administration is currently undertaking multiple initiatives that are designed to implement key aspects of the CCA Quality System Architecture to improve the consistency and effectiveness of the service delivery to populations served by Continuing Care programs.
An important component of the architecture is the CCA Quality System Architecture Value Chain.
