The Minnesota Merit System is an agency that manages civil service examinations for employment in the social services, human services, and public health fields in 22 of Minnesota's 87 counties.

Legislative authority for the system is in Minnesota Statute, Chapter 26, section 256.012.

As a condition of receiving federal funds, all county human services agencies must operate under a merit system of personnel administration that meets federal requirements.
