FAQ for Home and Community-Based Services (HCBS) Revalidation

MHCP has 30 calendar days to review requests from the date the provider submits their request in the MPSE portal or faxes them to MHCP.

Providers who submit their revalidation documents in the required timeframe listed on their revalidation notice and are found to continue meeting MHCP screening requirements will not experience any interruptions in billing.

The revalidation process follows the same requirements as enrolling a new provider with MHCP.  Required forms are based on the services that providers have selected to enroll to provide. You can find a list of required forms in the Home and Community-Based Services (HCBS) Programs Provider Enrollment section of the Provider Manual. If you are using the MPSE portal to complete your revalidation, the system will prompt you for required documents depending on the services each provider is enrolled with MHCP to provide.

You can find forms on the Department of Human Services eDocs website. If you are using the MPSE portal, you will find links to certain documents in the areas that they are required for your convenience.

The next revalidation period has not been set as of the publication of this FAQ. A Provider News and Updates will be sent out when the next revalidation period has been identified, so make sure to sign up for those updates.

Revalidation occurs once every three to five years.

Revalidation letters are sent to the PRVLTR folder in the MN–ITS Mailbox for providers who are due for revalidation. If a provider does not have a MN–ITS Mailbox, MHCP sends the revalidation letter to the credentialing address on file.

The due date for completing revalidation is listed on the revalidation letter.

No, the date your revalidation materials will be due will be identified in the revalidation notice. If you have misplaced your revalidation notice, contact the MHCP Provider Resource Center at 651-431-2700 or 800-366-5411, Option 4 for assistance.

The DHS-3747 has been replaced by the Waiver Services Remote Support Provider Assurance Statement (DHS-8059). We are in the process of updating the MPSE portal with the new form requirement.  If this service will be provided remotely, please upload the DHS-8059 in place of the DHS-3747. If the service is NOT going to be completed remotely, please upload a letter stating that this service is not being provided remotely. To do this, select the DHS-3747 from the list of credential options and when prompted to upload the document, upload either the DHS-8059 or the letter in its place, if applicable.

Once MHCP processes and approves the revalidation request, the request will become part of your official record with MHCP and will be removed from the Requests section. You will also receive a “Revalidation Complete” letter from MHCP in the PRVLTR folder in MN–ITS.

If MHCP needs additional or corrected information for your request, the Status/Outcome of your request in MPSE will be set to Returned/Draft and you will need to provide the additional information requested.

The method used to submit documents to MHCP has no impact on the timeline that MHCP has to review requests, which is 30 calendar days from the submission of the documents. The benefit to using MPSE is having more control over the process. Using MPSE allows you to know that submitted documents have been received and track the progress of a request.

If you initially submitted your revalidation documents via fax, MHCP recommends finishing the process via fax. However, MHCP strongly recommends providers use the MPSE portal for revalidation from start to finish.

Encounter Only status is for providers who have been enrolled with MHCP through a Managed Care Organization (MCO).

There are two reasons why the Edit button may not show up. The first is that you are in View mode. Changes cannot be made in View mode. If you need to make a change, you will need to make a new request. The second is that you do not have permission to edit that section. If you believe you should have permission to edit the section, you will need to contact your organization’s primary administrator to assign you access.

The MPSE portal is designed for all providers to use. This means that there are areas that other provider types use that may not be required for you. There are also areas in MPSE that are for MHCP internal use only and these are shown to providers for informational purposes only.

No, there is no external notification process for providers in the MPSE portal. You will need to check MPSE to see the status of your request.

If your enrollment information needs updates or changes, you can make these changes in MPSE at any time. However, be sure to select the “No” option for the question, “Is this a revalidation request?” for these updates.

Yes, in order to add the service again in MPSE, follow the instructions for Adding a New Service in the MPSE User Manual. You can also fax the update by submitting a new HCBS Programs Service Request (DHS-6638) to MHCP.

Some services, like Personal Emergency Response System (PERS), are already considered remote services and will not show up on the DHS-8059. If the service you provide is not on the DHS-8059, that service is either already provided remotely, or is not eligible for remote delivery. Refer to the Remote Support section of the Provider Manual for information on remote services.

Licenses are uploaded to an enrollment record's Credentials page. The Credentials page will tell providers what is required based on the services they are enrolled to provide.

Licenses from DHS will have a start and end date on the license certification document.

Yes, it is always best to add any active credentials that apply to your enrollment with MHCP. This can be done either by faxing the credential and the appropriate change form to MHCP or by using the MPSE portal.

Risk levels are determined by MHCP and depend on factors that are explained further in the Risk Levels and Enrollment Verification Requirements section of the Provider Manual.

Records selected for revalidation that are no longer active need to be terminated. You can terminate a provider in MPSE at the bottom of the Enrollment Record Information page for a specific enrollment record. You can also fax your change request to MHCP.

No, licensing fees are separate from revalidation fees.

If your organization uses a Federal Employer Identification Number (FEIN), a revalidation fee is required for every provider that is being revalidated. The revalidation fee is the same amount as the enrollment fee and an enrollment fee is required for every reenrolled, or newly enrolled provider.

The Enrollment Verification Requirements section of the Provider Manual provides details on the enrollment fee, including how to pay it. If you are using the MPSE portal to revalidate, there will be a link to the fee payment site provided in the Fees section.

MHCP does not require you to retake these courses for revalidation.

You must report any individual or entity who has a 5% controlling interest or more in your organization to MHCP. MHCP also requires the disclosure of managing employees and designated billers if your organization employs those individuals.

Information in the MPSE portal is never deleted, only updated. If an owner or authorized person no longer works for your organization, you will need to end their role in the Owners/Authorized Person Roles section of MPSE. Note that you will need to make a Global Request to request an owner or authorized person change. To submit changes to owners and authorized persons via fax, complete the Disclosure of Ownership and Control Interest (DHS-5259).
