CFSS cost reporting overview

This page provides a summary of what providers generally report for each section in the Community First Services and Supports (CFSS) cost report. This document provides an overview for educational and planning purposes only.

Administrative and program support cost allocations – employees Percentage of working time spent on the administrative or direct care categories, if applicable
Administrative and program support payments – contractors Wages of contractors who spend the majority of their working time on administrative tasks
Administrative and program support cost allocations – contractors Percentage of working time spent on the administrative or direct care categories, if applicable
Direct care and supervisor wages – employees Wages of employees who spend the majority of their working time on direct care or supervision of direct care workers
Direct care and supervisor benefits – employees Benefit and payroll costs of direct care employees
Direct care and supervisor wages and benefits cost allocations – employees Percentage of working time spent on the direct care or administrative categories
Direct care and supervisor payments – contractors Wages of contractors who spend the majority of their working time on direct care or supervision of direct care workers

Other benefits, including cost allocation Benefits the organization offers that are not linked to one person (e.g., gym membership for all workers)
Client programming and support costs Costs related to service provided (e.g., reinforcers, cost of staff attending events, in-program transportation costs)
General and administrative costs and cost allocation Costs related to the administration of services (e.g., accountant fees, insurance premiums, conference costs)
