Nursing homes: news, initiatives, reports, work groups

The Minnesota Department of Human services (DHS) has the following updates and reminders for nursing facility providers.

• The Minnesota Department of Health (MDH) has updated the Combined Resident Bill of Rights, based on new federal regulations.  The revised Combined Bill of Rights can be located on the MDH website.
• DHS reminds all nursing facility providers that both state and federal regulations require providers to report facility sales and changes of ownership (CHOW).  Contact DHS Provider enrollment at (651) 431-2700 or 800-366-5411 to report these changes.  Facilities are also reminded to notify both the MDH and the Centers for Medicare and Medicaid Services (CMS) of such changes.

The Department of Human Services (DHS) is seeking proposal ideas or concepts from interested parties, for projects that seek to protect or improve the quality of life and/or quality of care for nursing facility residents.  These proposals are being solicited under the authority of the State Civil Monetary Penalty (CMP) Committee. Interested parties should contact our staff for information on how to submit a concept proposal.  Submission of project proposals for consideration is not a guarantee of any grant or contract award for the proposing entity.

Minnesota’s Civil Monetary Penalty (CMP) Initiative Program

The Civil Monetary Penalties (CMP) Committee makes recommendations on the selection of projects that utilize CMP funding. This committee includes consumer representatives, provider organizations, the Minnesota Department of Human Services, the Department of Health and the Office of Ombudsman for Long-Term Care. This committee advises DHS on quality initiatives for the Performance Improvement Program (PIPP), Quality Improvement Incentive Payment Program (QIIP) and the Nursing Home Report Card. Committee members consist of representatives of the nursing home industry, consumers and workers. For more information on this committee, contact our staff liaison.

The PIPP stakeholder selection committee is used to select facility PIPP project proposals every year. This committee includes representatives of consumers, quality improvement organizations, the state regulatory agency, providers, and DHS.
