About
The Department of Human Services (DHS) oversees publicly funded programs offering community-based mental health services for Minnesotans with mental illness. Our staff are dedicated to supporting adults with a mental illness in their personal journey toward recovery.
Efforts are underway to strengthen mental health services and improve access across the state.
- Partner with 16 regional adult mental health initiatives and 11 tribal authorities to develop, deliver, monitor and evaluate public mental health services.
- Work with providers, health plans, housing and employment agencies, advocates, individuals and families to shape recovery-focused and person-centered policies.
- Provide training and technical support to promote proven practices, support independent living and reduce the need for more restrictive services.
Community-based services
Many publicly funded, community-based mental health services are available for adults living with mental illness in Minnesota. These services support a full range of care and give people choice in their recovery journey.
Services may include:
- Adult rehabilitative services: In-home and community support to build daily living and recovery skills.
- Targeted case management: Help finding and coordinating health care, housing, education and other services.
- Assertive community treatment: Intensive, team-based support for people with serious mental illness.
- Mobile crisis services: Crisis support provided in a person’s home or community setting.
- Certified peer support: Support from trained peers who have lived experience with mental health recovery.
- Partial hospitalization: Short-term, structured treatment during the day.
- Day treatment: Intensive daytime services to reduce symptoms and build skills for community living.
- Permanent supportive housing: Stable housing with access to support services.
- Residential crisis services: Short-term care in a safe setting to assess and stabilize mental health needs.
- Intensive residential treatment: Residential services that help people build stability and independence.
- Outpatient services: Therapy, assessments, medication management and testing.

People with mental illness have the same rights as anyone. The department is committed to making sure individual choice is respected and that people with mental illness are able to live, learn, work and enjoy life in their community to the best of their ability.
