Eligibility

To qualify, you must meet all of the following criteria:

• Be eligible for Minnesota Supplemental Aid (MSA)
• Be under age 65
• Have total housing costs that are more than 40 percent of your total income
  

Minnesota Supplemental Aid (MSA)

You must also meet one of the following criteria:

• Be moving to the community from an institution (hospital, regional treatment center inpatient services, a nursing facility, or an intermediate care facility for persons with developmental disabilities) or an intensive residential treatment services for persons with serious mental health problems.
• Be eligible for Medical Assistance (MA) personal care assistance (PCA) services
• Be living in your own home or apartment and getting services through a home and community-based waiver.
• Transitioning from the Housing Support (formerly Group Residential Housing) program.

Benefits

The monthly benefit is $483.50 for 2025. It will be added to your monthly Minnesota Supplemental Aid (MSA) award. The amount can change every year.

The money can be used to help pay for things like:

• Rent
• Mortgage and interest payments, insurance for your home and property taxes
• Manufactured home lot rental
• Utilities like heat, air conditioning, electricity, water, sewer, garbage and phone.

Apply

If you already get Minnesota Supplemental Aid (MSA), ask your county worker if you qualify for housing assistance.

If you do not already get Minnesota Supplemental Aid (MSA), you can apply:

• Online at Minnesota benefits.
• On paper using the Combined Application Form, available below. Mail or bring the completed form to your county or tribal office.
