Assistant Commissioner for Communications and External Affairs

Peter Leggett serves as assistant commissioner for Communications and External Affairs, including community, county, federal, legislative, and Tribal and urban Indian relations.

Leggett joined the department in 2026, following eight years in Saint Paul city government. He served as communications director from 2018 to 2021 and as chief of staff from 2022 to 2025, both under former Mayor Melvin Carter. As chief of staff, Leggett drove citywide operations and cross-department coordination in close partnership with Saint Paul’s deputy mayor. He led the Mayor’s Office staff, overseeing strategy, policy execution, operations and communications in support of the Mayor’s agenda.

His tenure with the city also included aligning senior leaders and their teams through the city’s pandemic response, periods of civil unrest and recovery from a cyber incident, while maintaining continuity of city services. Prior to city government, Leggett spent nearly a decade in the nonprofit sector, serving as executive director of Walker|West in Saint Paul from 2010 to 2017.
