Federal Mental Health Block Grant Report
The Chemical and Mental Health Services Administration submitted a combined application for the Mental Health and Substance Abuse Block Grants. The FY2016-17 Substance Abuse Block Grant/Mental Health Block Grant (SABG/MHBG) describes the public mental and chemical health systems in Minnesota; identifies needs, priorities, goals and indicators; and proposes uses of block grant funds.
In accordance with grant requirements, states must submit an annual report on the previous year's utilization of the grant funds, progress toward the goal targets, and data required for the federal Universal Reporting System Basic and Developmental Tables.
Public input is sought in developing and updating the application on an ongoing basis. Please provide input in writing to Jana Nicolaison in the Mental Health Division, Minnesota Department of Human Services, P.O. Box 64981, St. Paul, Minnesota 55164-0981; or e-mail to Jana.Nicolaison@state.mn.us.
The SAMHSA/Center for Mental Health Services has a web-based application/reporting system called the Web Block Grant Application System (BGAS) for this grant program.

- Governor’s Mental Health Task Force: Final Report (November 2016) (PDF) - The Governor’s Task Force on Mental Health delivered recommendations to Governor Dayton for creating a statewide mental health system that meets the needs of all Minnesotans. The report includes nine recommendations for transforming Minnesota’s mental health system to a comprehensive continuum of care, including health promotion and prevention, early intervention services, basic clinical services, residential and inpatient treatment, community supports and crisis response services. The task force recommended improvements to the governance of mental health services to achieve that continuum.
