Waiver Case Management Advisory Working Group
DHS formed the Waiver Case Management Advisory Working Group in July 2026 to advise the Legislature and governor as they transform the home and community-based waiver case management services to evaluate and make recommendations regarding the quality, workforce sustainability, accountability and long-term stability of HCBS waiver case management services provided under Minnesota Statutes, sections 256B.0913, 256B.092, 256B.0922, 256B.49, and chapter 256S.
The Waiver Case Management Advisory Working Group will make recommendations to the Legislature that must address the following:
- Evaluate the impact of current funding levels, workforce capacity, administrative requirements and caseload expectations on service delivery and quality outcomes.
- Examine accountability and oversight mechanisms and grievance processes across delivery models.
- Review available data related to workforce vacancies, turnover, compensation and service access.
- Identify barriers to maintaining high-quality and culturally responsive case management services.
- Examine case management training requirements and core competencies.
- Evaluate client transfer and service continuity processes.
- Develop recommendations, including potential legislative or administrative changes, to ensure a stable, accountable and high-quality waiver case management system that supports person-centered planning and informed choice.
Timeline for council activities: July 1, 2026, to Aug. 31, 2027.
