Community Living Infrastructure grants
Community Living Infrastructure grant funds are used to develop and integrate housing resources within local human service delivery systems across the state, and to expand the operations and monitoring of the Housing Support program through local government agencies. Eligible grantees include counties, Tribal governments, multi-county collaborations, and multi-Tribal collaborations.
Among other uses, Community Living Infrastructure grants can provide:
- Funding for file audits and regular site visits to strengthen quality assurance in Housing Support Program settings
- Funding to embed Housing Resource Specialists within human services agencies to assist individuals experiencing housing instability or homelessness, and to provide support to case managers across systems
- Funding for outreach and navigation services that support individuals living with disabling conditions, connecting them with housing resources and housing opportunities.
The Community Living Infrastructure Grant (Minn. Stat. § 256I.09) was created in 2017 as part of housing reform legislation to increase and improve opportunities for individuals transitioning from segregated settings or experiencing housing instability or homelessness. The housing package included grant funding aimed at supporting counties and tribes to integrate housing resources into their human service delivery systems throughout the state.
Funding information
Funding for Community Living Infrastructure grant program and allocated on a biennial (two-year) basis. The current grant period is June 30, 2026, through July 1, 2027, and the next request for proposals is expected to publish in January 2028. For state fiscal years 2026 and 2027, the program has:
- $5.37 million in funding
- 23 grantees, including counties, county collaborations, and three Tribal Nations
- A median grant award amount $233,478.26.
Highlights from state fiscal year 2025
Capacity Building
- 15 out of 23 grantees were funded for Capacity Building activities.
- Grantee staff responded to over 2,300 calls and emails, helping to provide housing and other resources to those who are experiencing housing instability and homelessness statewide.
- Grantee staff provided approximately 360 case consultations to county, tribal, and community service providers to support those who they are serving, related to their housing needs.
- 95 training opportunities were facilitated related to housing resources and access to housing needs statewide.
Housing Support Program implementation
- 10 out of 23 grantees were funded for Housing Support Program activities.
- Grantees reported monitoring 157 Housing Support Program providers.
- 460 new Housing Support units were added across Minnesota.
Outreach and navigation
- 14 out of 23 grantees were funded for outreach and navigation activities.
- Grantees provided 1,205 households with outreach and navigation services, with 43% of households transitioning to permanent housing.
