Minnesota Restricted Recipient Program

The Minnesota Restricted Recipient Program (MRRP) is authorized by federal regulations and was developed to improve safety and the quality of care, as well as reduce costs for Minnesota Health Care Programs recipients who have misused or abused services. 

Restricted recipients are required to receive health services only from their designated providers. Currently, there are approximately 2,000 people in the program.

The Minnesota Restricted Recipient Program (MRRP) is a federally mandated program that assigns local primary care providers to recipients who have caused unnecessary costs to Minnesota Health Care Programs. To avoid more unnecessary costs, the recipient is only able to receive care from their primary care provider or get a referral from their primary care provider. This prevents recipients from receiving services or prescriptions from multiple providers, but it still allows them to get the care they need. 

MRRP enrolls approximately 3,500 individuals annually, which is about 0.26% of the approximately 1.3 million Minnesotans enrolled in Medicaid. If you are interested in learning more, these linked brochures provide additional information on MRRP:
