External Program Review Committee

The External Program Review Committee (EPRC):

Monitors the implementation of Minn. R. 9544.0130
Recommends policy changes to the commissioner
Reviews requests for the emergency use of procedures and makes recommendations to the commissioner to approve or deny those requests
Reviews reports of the emergency use of manual restraint and provides guidance to license-holders

EPRC Whole Committee Meeting

The EPRC meets from 2 to 4 p.m. on the first Thursday of every month. Meetings are online, via Webex (Meeting number: 2486 040 8341), or people may participate in-person at the Elmer Andersen Building, 540 Cedar St., St. Paul, Room 2222. Meetings that occur on state holidays will be moved back one week, to the second Thursday, same time and location.

Addressing the committee

Members of the public may ask questions and provide input when the meeting begins, but not to extend past the first 30 minutes. If you would like to speak at an upcoming meeting, please complete the online EPRC Public Testimony Disclosure Form before the meeting. Blank forms also will be available at the meeting. Public testimony or comments must be relevant to the topics the committee is discussing.

Request the use of a procedure

The commissioner has limited authority to grant approval for the emergency use of procedures when necessary to protect a person from imminent risk of serious injury because of self-injurious behavior (see Minn. Stat. 245D.06, subd. 8(b)). Email DHS for details on how to request the temporary use of a prohibited procedure.
